The bill (Reg. No. 2476) was elaborated to envisage new direction in providing state guarantees in 2013 under obligations of the OJSC Ukrainian Bank for Reconstruction and Development and to release Ukravtodor from an obligation to provide property or any other enforceability of obligations under state guarantees, or to enter satisfaction for the provision of state guarantees. The decision was taken by the board of chief controllers of state budget.
The bill suggests amending clauses 1 and 3 of article 6 of the Law “On State Budget of Ukraine for 2013”.
The Committee noted that the Ukrainian Bank for Reconstruction and Development was established according to the Decree of the Cabinet of Ministers of Ukraine of may 5, 2003 No. 655.
The Committee noted also that the legislative initiative to release Ukravtodor from an obligation to provide property or any other enforceability of obligations under state guarantees or to enter satisfaction for the provision of state guarantees is explained by the fact that the abovementioned authorities administer exclusively state estate, and any other expenditures are undertaken in the presence of respective budget allocation.
The attention was drawn to the fact that analogous provision in regard to Ukravtodor was stipulated in the laws on the state budget of previous years.
